You gotta hand it to President Clinton. He did more for the Arkansas economy after leaving the Oval Office. Friends of Bush are streaming into Little Rock to visit the Clinton Presidential Center. Now the University of Dallas and Southern Methodist University are panting after the George W. Bush Presidential Library. Skip Rutherford, mastermind behind the Clinton center, describes the possible economic impact at the Real Estate Council General Membership Meeting from 7:30 a.m. to 9 a.m. Thursday at the Renaissance Hotel, 2222 N.
