THIS IS SO SAD. WHY WOULD SOMEONE WANT TO DESTROY A GREAT ORGANIZATION, SO THEY CAN RIDE IN ON THEIR WHITE HORSE AND SAY "LOOK AT ME, I AM THE SAVIOR, FOLLOW ME". AND OF COURSE, GILSTRAP FEELS THAT HE NEEDS TO RESPOND---WHY? TO EXPLAIN HIS RANTING. HE WANTS TO CONTROL ALL IN HIS ORBIT AND HE HAS LOST MOST OF HIS FOLLOWING, SO NOW HE TURNS EVERYTHING HE TOUCHES TO POISON. GILSTRAP WILL NEVER GO AWAY BECAUSE HE HAS NOTHING AND THIS IS ALL THAT GIVES HIM LIFE. I KNEW THAT THE TRUTH WOULD FINALLY BEGIN TO SURFACE OUT ABOUT GILSTRAP. Since you are on the outside looking in, Diana Birdwell, you do not know half of the story that Preston has done. As a member, I have attended the BPA Meetings. Miraculously Preston had these minutes to reappear when he took them to the FBI supposedly. He claimed he didn’t have any records but the reporter got them….hmmmm and the FBI has them…hmmmm. As an officer, we do live by example and all these board members were ELECTED. So we as an organization trust them to do there job. Just like we trusted Preston to do his job the first time he was president and under his watch $45,000 dollars came up missing with his fiscal officer but I guess he failed to mention that. Or he failed to mention that the newly elected president Cletus Judge was the fiscal officer back in 2005 when he claimed these misappropriation started, but never once did he blame him for anything because they are friends. Yet he left out Paulette Richardson and Tomika McCloud who was also sitting board members during these administrations because they are real good friends as well. Amazing how that he left there names out to the FBI.
As officers, we do lead by example, it is just sad that we have people like him who make our organization look bad. This is the SAME person who has said that our NATIONAL OFFICE has misappropriated funds and he sat as the National Chairman asking the local chapter for help. During this time is when Malik Aziz sat as the president and never referred to him as dishonest. See the problem is personal with Preston and everyone that is sitting or has sat on the board knows this, sad but true.
Refer to his rebuttal – “Liar Liar – Pants on Fire?!” Are you serious? What grown man with intelligence speaks in that manner? He is referring to his comrades that work with him on a daily basis as PIMPS and PUNKS? Besides cursing at Lt. Ross he has also berated other women on the Police Department. This is the same man that tries to say that others are DISLOYAL to the organization. Wow the pot calling the kettle black. The same man that is on company time posting to blogs and should be working to helping us make our city better. Please continue to encourage your students to Law Enforcement. It is a valued profession by the most of us.
And Preston – THIS IS NOT WESTRY. Not too fond of him either. If I had to deal with the lesser of two evils, I pick him over you any day. And yes you HAVE talk to me in CONFIDENCE.At once considered you a friend…how sad is that. I know it just burns you up not to know. If you spent as much time doing good as you do evil, WOW what a heck of an organization you could have said you worked with. Instead you smile in people faces and attempt to stab them in the back. To Jim Schutze please check out the competency of a person before you let them give you a news story. I assume you write great stories…but Preston is a piece of work no one wants to deal with.

So, FINAL THOUGHT--Where are your minutes of meetings, financial records, etc??? Come on, where are they? I was an officer of a teacher's union. Part of the reason I ran for election was to stop mismanagement, wasted funds, bad decisions. Weaknesses in reporting, weaknesses in financial accountability have been addressed. Even though I am no longer in office, I have confidence that I can, at any time, see what is going on in my local. What is different for you?
Any organization that cannot produce a paper trail of accountability is either stupid, crooked or both.
Considering you are all cops, people who know that the wrong word omitted from a report, the wrong number on a warrant, could free a criminal or send an innocent man to prison, you should be held to a higher standard.
Don't like him, fine. Then cooperate with the law, and show yourselves to be honest and accountable. Otherwise, you are going to be attached to the same stereotype as much of the black leadership in Dallas.
I encourage my students to look at law enforcement as a career. LEAD BY EXAMPLE.

This is so embarrassing.... All of you need to remember why this organization was founded in the first place. You are so busy trying to bring each other down that you have forgotten the meaning. If you take a step back, you will realize that all of this started because of personal issues... Maybe the organization should just fall apart. This is so ridicoulous and none of the parties involved are thinking about the betterment of the organization. You only want to destroy each other. Whew!!! The disapointment I feel in my heart right now is over whelming... We as African Americans use to be able to work together, now all we do is tear each other down.

The first rule of any business or organization is to watch and account for the money. If that simple process has been "overlooked", and attempts to correct the situation are met with extreme protest and denial, the ONLY conclusion is misapplication of funds. Unlike this writer, I will place my name on this reply. There is not one person that will publicly state that I ever accused anyone of stealing anything. The Truth is a panicked liar willing to distort the truth to cover gross negligence, appropriation, fraud, willful and wanton disregard for state and federal statutes.
Truth - Cletus Judge was not the fiscal officer for seven years - get your facts straight.
Unfortunately, I was involved in a police shooting where one of the suspects was shot who had socks on his hands - but, you apparently don't know the whole story; or that I was no-billed by a Grand Jury. Perhaps, it doesn't matter to you and your minions that more than 40 years of my life has been dedicated to equity in the workplace. Oh, you probably got your job based on merit alone - so ungrateful and so ignorant. The depths of your depravity is only equal to the Jinni you associate with.
Please provide the facts of my accusing anyone of stealing a million dollars. You got the wrong string and yo-yo. Sitting at the feet of the Devil causes one to misinterpret and misspeak. What you need to do is ask Perro Henson about the million dollar claims against BPA and who provided the counsel to defeat these claims.
I was not an officer or director of TPOA-DALLAS during this alleged event. It is obvious that you heard a version that is not based on facts. There were no tears - only resolve on my part to assist the sitting Board in correcting their fiduciary failings. As the Truth, you apparently did not know that I reported financial mismanagement to the Board. All you have to do is ask Thomas Glover, Donna Ross, Vince Weddington, Perro Henson, and all of the sitting TPOA-DALLAS Board during this crises. I never received any of the organizations financial records . . . this is a out and out lie - check your pants for flames.
I may be a quack in your estimation but my BS barometer tells me that you are a carrier.
If you have an inside track to the FBI and IRS investigations - then, you have breached not only their confidential policies but many additional law enforcement ethical concerns.
Thank you for confirming the grievance I filed with the State Bar of Texas related to the conflicts of interests by Godwin Ronquillo. Thirty-five (35) pages - huh! You must do a better job in picking fools to run your errands.
Thank you Gerry Westry - again, for your mischaracterization of the Ethics and Corporate Responsibility Committee's work. The Committee not only carried out their charge - but, they also weathered your threat to seek departmental reprisals against them.
The purchase on any computer (desktop or laptop) in the BPA office has never been the focus other than the determination that all such purchases did not meet the best practice standards for procurement. If the computers were not wiped clean - please show the sitting board where the QuickBooks records prior to November 2005 are; please produce the Excel spreadsheets data exclusively the province of Malik Aziz; provide the financial reports of Fiscal Officer Paula Cole for 2007 to August 10, 2010.
There have not been three audits. The audit/reconciliation conducted by Tori Garret, CPA for Fiscal Years 2008 and 2009 were impaired by Westry's offer of employment to Garrett and her acceptance prior to the audit being reviewed by the Audit Committee and approved by the Board. Garrett was paid $4,000 prior to April 2010 and her audit/reconciliation was approved on July 8, 2010 as an after- thought. Where is the letter of engagement? How was the CPA identified and selected? When did the Board vote on this engagement? What about the Sarbanes-Oxley and AICPA standard "a cooling-off" period regarding accepting employment from a client? Why didn't the CPA see the red flags of liquor purchases and illegal campaign contributions? Where are the records Aziz provided the CPA? BPA hired a CPA to reconcile financial reports to file for than 5 years 990 and 941 with the IRS. The contracted audit has not taken place because:
Fiscal Officer Wells refused to convert Excel spead sheets (used from August 10, 2010 to date) to CPA advised QuickBooks because he doesn't think this is his job - even after BPA paid for the software and his training. The Board opted to pay a CPA to provide these services.
Records for 2006 and 2007 are basically bank statements - no budgets, minutes, receipts, or supporting documentation.
Audit/reconciliation conducted by Tori Garrett was impaired and has been criticized by current CPA was woefully inadequate. We are still unsure whether this CPA has the credential and peer review to conduct audits . . . can't find her name of state records.
By the way Truth, without budgets, resolutions, minutes, receipts, and other supporting documentation (not memories) the BPA couldn't pass an IRS audit. Who is at fault? Every Board from 2003 to August 10, 2010. I don't remember how many people this involves - check the 990s from 2005-2007 . . . oops! I forgot they don't exist.
On April 22, 2005, the Bylaws Aziz, Hale and Weddington ascribe to stated that BPA was a 501 c 3 nonprofit tax-exempt organization. For the next five years Aziz and especially Westry declared the BPA as such. The facts may be too startling for the Truth to accept. Aziz, Hale, Weddington and the Board never filed 1023 application for 501 c 3. Aziz and Westry began meeting with Godwin Ronquillo between April 2010 to September 2010 (according to billing invoices) to file a 1024 application for a 501 c 4 tax exempt declaration. The 501 c 4 declaration you claimed to see on the BPA office wall was not issued until August 2, 2010.
When political donations were given to a city councilmember, county commissioner, and state representative, BPA was operating as a 501 c 3.
The lie about our not accepting bank statements as credible records demonstrates you inability to comprehend simple accounting practices. Certainly, you and your cohorts failed the grasp GAAP and AICPA accounting standards. The only credible records we had were the bank statements. What was missing was the 2005-2007 annual budgets, Board resolutions, corporate minutes, receipts, and other supporting documentation. There were no bank statement reconciliations, no internal controls, and no external audits.
The TPOA-DALLAS was an unincorporated chartered chapter of TPOA-STATE from 1975 to 2004. As an unincorporated entity there were no state requirements to file any reports. For a short period of time 1984 to 1985, I staffed the TPOA-DALLAS incorporation papers for the president to secure state tax exemption as host to the TPOA-STATE Conference that convened in Dallas. I was not the registered agent - Arthur Busby was. I never received any official correspondence from the state.
The reference to the Office Manager Rosalind Vaughn confirmation that all corporate records were in place is a ball-faced lie. During Thomas Glover's term as interim president (July 2010 -August 2010), Vaughn reported the missing Fiscal Year 2005 records. Westry was informed and his response was - Glover's the president now. There was no investigation from Glover or Westry. On August 12, 2010 (my birthday) I began an inspection of corporate records as the president. Truth - Aziz, Westry and the Board had ignored more than 30 written requests by then member Gilstrap to inspect and copy corporate records pursuant to the Texas Business Organizations Code. They never responded to the request. The July 12, 2010 written request was delivered to Glover and Aziz - they did not respond. Aziz took his correspondence to Godwin Ronquillo to strategize how they would respond to the written request - not obey the law. Gerry Westry and Thomas Glover were aware of missing corporate files as early as July 2010 and did nothing.
Truth - this thing about flowers is a complete lie. I never made these statements. I timeframe was not seven year - it was less than 5 years. BPA had more than $13,000 in floral purchases - but only $2,000 worth of receipts. The Ethical and Corporate Responsibility Chair Lloyd Brown contacted the vendor and requested copies of BPA files to update the corporate records. The vendor claimed that all billing were electronic and could be easily copied. When the e-mail did not arrive on the agreed date, Brown called repeatedly and went to vendor's last known address and was not able to locate the vendor. Charita McNorton picked the vendor and managed the BPA account. She has yet to respond to any of the floral purchases. Fiscal Officer Paula Cole claimed that she was in possession of the invoices delivered to her by the vendor. To date, these records were never turned over to the Committee , Secretary Paulette Richardson or Fiscal Officer William Wells.
I started the tradition of providing tokens of recognition and appreciation to members' promotional success before most of you join the department. In the olden days, it was not unusual for me and others to purchase these tokens, personally. I am certain this never occurred to you and your ilk. My questions centered around the (1) the Board authority; (2) who, what, when, and how much; and (3) the receipts and other supporting documentation.
Yes, I objected to the BPA providing telephone stipends to every Dick and Sheila without any receipts demonstrating actual phone usage and costs associated. The records will reflect extremely large telephone bills - that are not in the corporate files; and a pattern of not being good stewards of BPA assets. Truth, your sources failed to tell you that when I ordered telephones for the Executive Officers - this order was based on a policy of membership apportionment and required contacts. They probably forgot to tell you that the BPA president's cell phone was assigned to the Ombudsmen Committee Chair Dannie Lawson - by the president.
The rent allegation is so ridiculous that even you had to laugh when you came up with this lie.
BPA Scholarships practices were not in compliance with IRS regulations related to the granting of such scholarship. Well, there are no comprehensive records in the BPA office that details: (1) the criteria; (2) the selection process; (3) the IRS pool requirements; (4) IRS monitoring requirements; and (5) the tax-exempt prohibitions of disqualified persons granting scholarships to disqualified persons. Truth -check the records! Prior to 2011, for a period from 2005 to July 8, 2011, at least 38 scholarships were granted. How do we know this - cancelled checks . . . nothing else? The Scholarship Committee's Chair Donna Ross awarded scholarships to her two sons over this period; over Board officers and directors children received scholarships; in fact, 35 of the 38 scholarship went to children of officers and directors who then curried favor by awarding scholarships to members' children with credentials or records. Please produce the photographs of my presenting checks to the 2011 scholarship recipient - since Secretary Richardson and Fiscal Officer Wells sent BPA checks to the recipients respective college financial aid departments. By the way, ask the Secretary what the scholarship requirements are and how recipients are selected. The reasons that I am smiling in photographs at the 2011 BPA-DALLAS Law Enforcement and Community Awards Luncheon was that we restored dignity to the organization's most public event. Truth, perhaps you did not support the luncheon - only Richardson, Judge, Willie Ford, and I participated. In fact, an Anglo police commander donated $100 to the scholarships - that is considerably more than Westry, Cole, Barnes, Wells, Thomas, Johnson and Webb contributed, collectively.
Truth, let's talk about travel! During my tenure as the TPOA-DALLAS treasurer I proposed a policy and tradition of underwriting the President's and the Secretary's expenses to attend NBPA Regional and National Conferences was initiated. The President and Secretary were recognized in the TPOA-DALLAS as the chief delegates to represent the organization at TPOA-STATE , NBPA National and Southern Region conferences. From that point, it was understood that the principal delegate to these events was the President. All of this changed in 2005, when Aziz attended the NOBLE Conference and had his expenses paid that included in-room movies. TPOA-DALLAS and NOBLE had no affiliation or related business. Since 2005, a core group of former and current officers and directors - principally, Aziz, Vernon Hale, Westry, Cole, Ross and McNorton expenses were paid or underwritten by BPA. There are no records detailing the expenses other than debit cards and checks written. There are no reports detailing BPA related business activities. There are no records Board resolutions, votes, corporate minutes, receipts, or other supporting documentation. The only event attendance record is that of Aziz at the NOBLE Conference in 2005. Conference registrations, airline tickets, rental cars, per diem, and entertainment records are not in the BPA office. What drew my ire was the shameful covert payments of hotel rooms during the 2009 NBPA National Conference in Dallas by these so-called leaders. Aziz and Westry refused to pay for audio/visual equipment set-ups for BPA-sponsored pre-conference workshops - asked then who paid the bill. Westry bought liquor for the hospitality suite with the BPA debit card; he also showboated at the swim party and paid for a fee-based event. Ask Westry who stayed in the BPA President's suite every night. Again, asked each of your sources what they gave personally in the way of money to insure the success of the conference.
Let's talk about NBPA Board Meetings . . . these meetings have absolutely nothing to do with BPA business. There are no local chapter issues on the agenda or discussed. It has always been the understanding of BPA members seeking and holding seats on the National Board that they are responsible for all Board related activities. Aziz and Westry attended these Board meetings - in fact BPA routinely paid for Aziz to attend these events after Westry became president - check the bank statements and partial copies of Aziz Excel spreadsheets.
For the record less than forty members terminated their member from 2010-2011 - however, more than 150 from 2007 to 2010. . . check BPA board e-mails detailing Aziz and Westry's concerns about membership prior to the 2010 General Elections.
I changed the locks at the BPA office three (3) times: 1st time in August 2010 after assuming the presidency and finding the FY 2005 file missing; 2nd and last time after evicting the NBPA National Office and discovery FY 2006 and 2007 files missing. I never used a key to enter the BPA office - my first key was given to the Leslie Bedford Foundation Chair; the 2nd key was given to Office Manager Cynthia Parker-Ferguson during record archiving; the 3rd key was surrendered to the Secretary.
For the record, I have received exceeds performance evaluations during my tenure in Personnel and Development. I report to work every day and complete all of my assignments before deadlines. I am certain that I stand alone as the only association president that is at his duty assignment daily and that regularly uses leave to attend to association business.
As for my 16 month tenure as BPA President, my only regret is that I couldn't personally kick the cans of:
• An immediate past president's whose presence was one disruption, obstruction, and chaos which resulted in his appointment to the Board rescinded twice. (Listen to the tapes on August 24, 2010, January 24, 2011, and October 11, 2011)
• A 2nd vice president in league with her co-conspirators whose only personally constructed reports dealt with her requesting $1,800 of travel and expense monies to attend the 2011 NBPA National Conference to work conference registration. (Listen to tapes on August 9, 2011 and September 6 & 13, 2011)
• A fiscal officer that refused to update the financial reporting systems of the organization because he thought this should be farmed out to a CPA after the organization paid for his training. (Listen to tapes October 11, 2011)
• A sergeant at arms of good intent that realized too late that the people he trusted were without honor, dignity, and reason. (Listen to tapes and read minutes on August 24, 2010, January 24, 2011, and October 11, 2011)
• Three DISD directors that cower when confronted and failed to represent their constituency and provide organizational assurances that they were not reduced to second class membership. (Listen to any tape or read the minutes of any meeting)
• Not firing a disloyal office worker that was never issued a W-2 or 1099; and may have never claimed thousands of dollars in salary that has placed a tax liability of approximately $20,000 on BPA. (Ask Aziz, Westry and the Board how many written notice from Gilstrap did they receive from November 2009 to August 2011 regarding fiduciary gross negligence; if they won't answer ask the BPA's corporate attorney.
Truth, I would have worn out three or more sets of kneecaps had I resorted to my oppositions machinations. But you know as well as I do, Going jail is further exacerbated when there are no visitors and no money on the books.
I consider my stint to be a qualified success. . .
I was the principal writer of the most comprehensive bylaws in organizational history. (Ask Westry and Webb how they performed as Co-Chairs of Bylaws Committee)
I was the principal writer of the first-ever BPA Board Policy Manual, the BPA Financial Management Manual, and the BPA Employee Handbook. I personally provided each Board member an engraved Board Manual. (Ask your puppet-masters what they offered)
I was the principal writer for the formation of the BPA 501 c 3 Foundation and BPA PAC.
The 990s on the website were signed by me; the 941s filed was at my instruction. (The more than $30,000 dollars of anticipated back taxes, penalties and interest were caused by Boards from 2005 to August 10, 2011)
The BPA awarded five (5) $1500 scholarships in 2011 without the assistance of 75% of the Board.
The BPA Christmas Events nearly raised $5,000 and provided gifts to more than 20 African American foster children.
The BPA MLK Parade complement was the highest attendance in more than five years because the NLPOA joined us - not your puppet masters.
As president I represented members and non-members alike in grievances and internal inquiries - I must report that I was successful in all of these endeavors. Ask Westry who handled his grievances.
I designed and published the 2011 BPA Law Enforcement and Community Awards Journal, designed the award template, certificates, programs, and made significant personal contributions.
I also designed 80% of the 2011 NBPA conference brochure - ask Aziz.
I refused to be drawn in to the raucous and unprofessional behavior of my fellow Board members - Check out the audio-tapes; review the meeting agendas and minutes. Remember, I didn't have a vote nor was I permitted to entertain a motion. Every progressive issue brought to the Board was given consideration. This is not the behavior of a dictatorial tyrant - is it?
Historically, you will be hard-pressed to find a better member than me. Ask Aziz and Westry why they named the BPA Leadership Award in my honor.

Every day since August 10, 2010, all we ever asserted was that there are no to very little corporate records to determine how BPA assets were expended. We asked for budgets, board resolutions, corporate minutes, receipts, financial reports, audits, reconciliations, and other supporting documentation. To date, all we got were threats, lies, denials, and character assassinations. We also have determined that many that knew or suspected as much have remained silent because this is a messy affair and careers may hang in the balance.

First, as a dedicated member of the BPA/TPOA I cannot help but to wonder why the current President Cletus Judge and the Board are silent. After all, the current president was the fiscal officer during this time and trusted first vice president of former president Gilstrap. Yet he remains silent and he was the keeper of the books for 7 years. They certainly know how to select the best. But he he certainly good at other things like his time at the academy. But that is another good story I will save for later if he remains silent. I find it even more strange that the past presidents refuse to comment on this important matter and denouce Gilstrap.
When will the board stop taking his abuse and personal vendettas of board members? If you believe his story then you also believe in magic and tooth fairies. 40 board members under 2 presidents allowed and conspired together to give out gift cards, flowers to funerals, and attend training for the betterment of their organization. Please don't look at the DPA, DFA, FOP, LPOA, or BFFA's books then. You can stop laughing now.
I have to make sure that this is the same Gilstrap who was the national president of the black police organization and went on national television denoucing police brutality by white police officers but failing to mention his own shooting of a black man armed with a pair of dangerous tube socks. Someone please check DPD records and confirm.
Is this the same Gilstrap that was REMOVED as PRESIDENT by board resolution in January 2011 only to fight his removal with BPA attorneys in the middle and cost the association 15k so he could remain as the president and carry out his mess with the help of a small group of followers?
THE COVER-UP: I have to make sure this is the same Gilstrap who was a founding board member of the TPOA and held every position in the organization including the fiscal officer. The story has it: a mighty lieutenant who now works at South Central exposed Gilstraps protege (in year 2000) who looted over 200k from the organization under 2 former presidents in the 1990's it was Gilstrap who called board members crying (tears) not to prosecute the individual for some unknown reason. The individual then paid the organization back over 65k in exchange for him to be left alone. He turned over the books to old faithful Gilstrap and Gilstrap never turned those books in to the TPOA to see how much was really taken to protect his buddy. I guess those records are in his garage.
Is this the same Gilstrap who sent a letter to a former president of the USA and secret service agents ended up on his doorsteps asking questions? I wonder what he said for that to happen.
Is this the same Gilstrap who accused his founding buddies of theft including the founder of the TPOA of stealing a million dollars in the late 80's and early 90's? Sound familiar? But the same Gilstrap who protected his buddy from a real and proven theft of his protege. Whistleblower or blow hard? You be the judge.
Is this the same Gilstrap who has lost over 300 members since he arrived because of his antics? Maybe he is the one who locked out his board memebrs and office manager only to give a key to his faithful crony?
Is this the same Gilstrap who has had no job description for 3 years on DPD at a whopping 85k a year while civilians were laid off? Way to demand accountability! He even ran his 3 not for profit businesses from his work office and computer. No supervisor or chief said a word. They turned the other cheek and received outstanding supervisory evaluations. He was rewarded to a better job! Someone call Fraud, Waste, and Abuse. Only Mary Suhm would have the guts to deal with him...or maybe not.
This is the same guy who commands the background unit who seems to tell tall tales. So much people go the other way when he approaches.
Now if this is the same Gilstrap then he must be CREDIBLE and the author of this story did a fine job in believing his quacks. It certainly walks and talks likes a duck. It must be a duck.
It is time for the members to stand up and speak or dissolve the BPA. But they won't because they are afraid to STAND. The board memebrs must be afraid to speak or does Gilstrap frightem them to? When does being delusional give you a pass to credibility? I hope the people he is accusing sends him to Internal Affairs. But they must be scared too!
It is no wonder why the IRS, the Texas Attorney General's Office and the Dallas County DA's Office refused to investigate. The FBI must be comforting him as we speak, but they only put in it in REVIEW status. Not to mention he filed papers with the Secretary of State; the US Attorney, Bar Board, CPA Board, and sent letters nationwide to anyone would listen. All other real media outlets turned him down. He even went to the Chief of Police of Dallas PD and asked him to investigate the officers. You do the math. Jimmy spoke of a blue rug, but this is more like blue magic of the 70's and we know where that goes. The real truth is that the quack of the duck is nothing more than personal vendettas against past board members.
Only idiots would believe that 40 black people and 3 BPA boards conspired to steal money that he says was misspent. 2 black people cannot decide where to eat every day less long conspire to steal 200k.
He has accused these three boards of taking 1 million dollars then it was 800k then it 500k then 200k then 8k then 0 and now it is 200k again. He sounds credible to me. What about you?
He states he was ran out as president. The word to members was that he wrote one of his patented long letters accusing the BPA Corporate attorneys - Godwin and Ronquillo - of malpractice for not finding any wrong doing with the issues he brought forth. It was 35 pages long. Their response was 60 pages reply to the Texas Board who governs attorneys and they promptly dismissed the duck's quacks. Godwin Ronquillo did not go for his antics. The board then voted for his dismissal and he promptly resigned! So much for being ran out.
He is so brilliant he formed a committee to investigate his claims. He found three patsies who accepted the work he did then presented it as their own. One patsy woke up and recused himself. The other two served faithfully passing off his work as theirs. The patsies he got should have known they would be used.
His idea of theft is buying computers for office personnel to use. They should have stuck to writing by hand! BPA board members laugh at his notion of wiping computers clean. He is in fantasy land or popping blue magic.
He refuses to aacccept bank statements as credible records.
Now that 3 audits have been done and no wrong doing has been found he had to find a credible news source to be his new patsy. He even wrote a complaint on one CPA and accused the person of not being licensed and sent an investigation on that person. But he is so credible. The other CPA's don't have a high opionion of Gilstrap.
We went to a meeting to hear of his accusations and found that he was off base and delusional. He said the organization was 501c3 but a paper on the wall from the IRS said 501c4. He is credible. He said money was given to JWP and that is allowed under a 501c4. It might be a good thing to know. One respected officer pointed out that the TPOA had no paperwork or status from 1975 to 2004. Gilstrap held every position during that time. He never filed one paper or issued one budget and now he is a whistleblower.
He says there we no minutes so if one set is produced is he a liar Dallas Observer? He sauys not one receipt was there. How did he give you a donut receipt then? Very credible and holes in this story. And bank records are receipts. Check with your bank. And debit cards are allowed. I bet the person who said that still writes checks for groceries. This is a new era.
The office manager pointed out that all records were in tact until he took office and then changed the locks and locked all board members out. Then the files walked away.
We found out that he accused the board of not sending flowers to members relatives funerals although he received flowers for his father's funeral and the records exist to prove it. He balked it was 13k spent in 7 years when DPD spends 25k a year on flowers.
He said gift cards were given to people who got promoted and somehow recognizing the accomplishments of its members became illegal.
He said paying for a cell phone for the president and board members to be reached by mebers was illegal. It sounded nuts to me. The head of an organization was to use his personal phone for BPA business. He had his cell phone paid for by the organization.
The next to final straw was that they paid the rent and he said that was illegal because no vote was held by the board. He even went on to say paying utilities was also. He and his committee of cronies were laughable.
The final straw was he said given scholarships to members kids were illegal citing that the BPA was a private foundation. The BPA was clearly not and the IRS were wrong. He sounds credible. He even emcee'ed the scholarship event and they have pictures of a cheesing Gilstrap handing out checks.
The airlines tickets were meetings and conferences allowed by the board where board members and members received funds to attend by travel, registration or lodging. This is not illegal. And you wonder why no one investigated his quacks.
The bottom line is that the board ran the op BPA and done really well and had money and membership increases during their tenure. His presidency is the worst presidency the BPA has ever seen. We are glad he is gone.
No one will address him - the chief, his supervisors, the BPA, and others. The chief of police responded by giving him a good job over checking backgrounds for candidates. He is credible.

You know, after awhile one has to simply ask, "Is this a problem with the individuals or their geneline?" You'd think that the offspring of tens of thousands of years of violent rapist cannibals brought to a civilized nation would simply act better as a result of our schooling, superior sanitation, useful medicine, psychology, and civil law. To somehow imagine that the well-established geneline of violent rapist cannibals with genetic-psychopathy would simply magically act better when given a 400+ year inclusion in human society. I find it amazingly strange that violent rapist cannibals in the Congo, Liberia, Somalia, Haitian nations somehow have not all had their genelines (of violent rapist cannibals) magically changed into civilized mature humans just by being relocated into White nations. How can this be when we are told constantly that we are all alike under the skin and the breeding temperaments of our parents have absolutely zero influence on our behavior, honestly levels, intellectual capacities, and resistance to disease.
Maybe we all just need to pray harder at the non-denominational atheist altar of mass-human sacrifice to the Multi-Deathcult. Because the genetic-psychopathy of the offspring of millenia upon millenia of violent moronic rapist cannibals will all magically vanish if only we pray harder and pointlessly sacrifice worthwhile White humans upon the altar of the long-proven genetic-psychopaths.

The feds talk with people they want to talk with. They don't "have" to talk to anybody if they think it is a waste of their time. They never call back unless they need more information. They generally don't tell anybody about the evidence they have collected.

The question you should ask Gilstrap is what does he do daily for the Department? He has stolen money over the years and continues to do so daily by sitting in an office with a job title that has no duties. The BPA hired accountants who conducted audits of funds questioned and found no wrong doing. The current President was the Financial Officer in years questioned. I would expect an official statement from him. Oh yeah, in it's history money was taken by a member of the TPOA but Preston who was a Board Member back then as well allowed that member to pay the money back without criminal charges. In addition he retained all of those financial records. Preston Gilstrap is a joke and nut, his time has past. In recent months he spent thousands of dollars in attorney fees trying to allege theft. When those findings came back inconclusive he filed a complaint against the Lawyers he solicited because he didn't like the honest conclusion of wrong doing they provided. Chief Brown please do something about this crazy officer. He makes the department look bad.

Antig: as I have said to you and to your attorneys, this is a simple fix. If Gilstrap is wrong and you do have the paper to cover your expenditures, show the paper. If you don't show the paper, it might be better to keep a little bit quiet.

1. Preston Gilstrap is a quak.
2. Preston Gilstrap was about to get voted out as president by the Board because of his actions.
3. Preston Gilstrap has showed a pattern. If you do not agree with him, he will file a bogus complaint. For example, Our corporate Atty's advised him that nothing illegal went on so he filed a complaint agains them with the State Bar Association. We also had a CPA to look at the Books. They also advised him nothing was wrong but again he filed a complaint with the State Public Accountants Board . Some of the Board of Directors did not agree with Preston Gilstrap so he filed a bogus complaint. Gilstrap has a pattern. If you dont agree, you will get a bogus complaint. Gilstrap has an issue with every past president and board members. So Jim, you didnt do your homework. Ask Gilstrap what happen in the year 2000 and did he try to cover it up. Also,ask him what was his job description 3 years ago and what he did all day at work. In regard to the scholarships, he was the MC and he also gave the kids the checks.

The Dallas Police and Firemen Fund is the next one to file suits, report stolen funds....etc
I once heard, that the Dallas Police Firemen Fund was a blank check for Jack Matthews because of his relationship with the Director of the Fund. I wonder if that was true? It would appear to be true, seeing they fund nearly all of his deals around town. Stay Tuned!
