Not All DISD Reformers Are Elitist, Public Ed-hating Zombies

In the smoke, din, blinding flashes, screams, roars, flying body parts, weird music and scarily bad odors blasting out from Mayor Mike Rawlings' enormously maladroit public school takeover campaign, there has been a silver lining.

It is a very thin silver lining, kind of like a kitten that survives an earthquake. But it's silver. And it's a lining.

For the last year or so, the detractors of school reform in Dallas have used one broad brush to paint anybody and everybody interested in changing the way the Dallas public school system operates. They are all sworn enemies of public schools, according to this accusation, and everything they do is subterfuge masking an agenda to kill public education.

So my silver lining — admittedly a modest one — is this: The sheer ham-fistedness of the mayor's "home rule" campaign to change how DISD is governed has exposed a split within the reformers' ranks. Yes, some of the people championing change may indeed harbor dreams of a radical takedown of public education itself. But some do not. Some truly believe in public schools and hope to fix them from within.

That's it, you ask? That's my silver lining? OK, I told you already, it's a very thin silver lining. But think about it. An odd-bedfellows coalition of black elected officials and the teachers unions have been arguing that so-called school reform is little more than a Trojan horse campaign to kill public schools in favor of private charter schools.

Last year when the anti-reform forces were trying to get Superintendent Mike Miles fired, all the pro-reformers, myself included, were saying that the rich elitist Trojan horse stuff was paranoia, some of it stirred cynically by the unions. So now along comes the mayor with a scary movie called Save Our Public Schools, in which rich elitist zombies close a ring around the children chanting, "Die, public schools, die!" It's almost as if the enemies of reform wrote the script.

But do take note, please. Miles and newly elected school board member Miguel Solis are not in that movie. That counts. For this next lesson, please take out your magnifying glasses.

Last week Miles appeared before the editorial board of The Dallas Morning News the editors and writers who put out the editorial page and after that meeting metro page columnist James Ragland quoted him as having told the board that many of the mayor's apparent goals are already being accomplished under the existing framework of governance for the schools. Ragland quoted him saying of the mayor's effort, "I'm not going to be for it or against it."

You might wonder, if Miles doesn't believe in the mayor's effort, why doesn't he just come out against it? Miles can't just kick Rawlings in the teeth. He owes him. A lot. When the business community was initially tepid in its support of Miles' reform efforts, Rawlings got his back big-time. Last year when the anti-reform forces were maneuvering to get Miles fired, Rawlings made a stirring defense of him, which was then followed by reinforcing statements from the Dallas Citizens Council and the Dallas Regional Chamber. Given what Miles owes Rawlings, his decision last week to back off even one quarter inch from full endorsement of the mayor's takeover campaign was truly significant.

I don't call Miles much anymore, because I was informed the board had imposed a special "Jim Schutze Rule" on him. Every time he talks to me for any reason, he has to inform the board. So I'm saving up my phone call for when I call him to ask if it's true the entire board has been exposed to tuberculosis. But I can call Miguel Solis whenever I feel like it.

You remember Solis. Last November, at age 27, Solis won election to the school board by defeating an anti-reform candidate strongly supported by the teachers unions and by Don Williams, the Rumpelstiltskin of Santa Fe, a wealthy retired real estate magnate who for reasons that may forever elude rational discovery harbors a mortal grudge against Miles.

The mayor's takeover plan for the school system is proposed under an arcane never-before-invoked state law recently unearthed by political spelunkers. I call it the House-that-Jack-Built Law: A petition drive is supposed to trigger creation of a special commission whose report is supposed to trigger a review by the Texas Commissioner of Education whose ruling is supposed to trigger a special election that is supposed to fix everything.

Election about what? Ah, well, that's not being said. Yet. It will be an election about something or other, but don't be nosey. Yeah, well, that's how this whole thing has been handled so far, like a benefit set up by a couple of Park Cities Tinkerbelles.

Last week I was out of town on vacation, but I did see Scott Goldstein's story in the Morning News about an event put on by the mayor's group at the Preston Royal Library. According to what I read, they held the meeting in a hot room that was way too small, refused to take any questions not written down in advance and, when asked who was bankrolling their effort, said, "It's the privilege of the donors to remain anonymous."

Some neo-reformers are continuing to HATE with any government entity. They're unable to see past the WOOL being pulled over their eyes.

The American Legislative Exchange Council (ALEC) prewritten legislation from Koch brothers initiative How ALEC (Koch) Short-Sold Your Child's Future , which means Home Rule- SOPS already have outlined for the lackey commission. If not the exact law as it will be proposed, you don't really think these triads of educational NEOPHYTES; corporate types do any thinking for themselves? LOL

Well shoot, now we know why Solis got moved to his district and was elected. He will be the little puppet to appoint the Home Rule District board.

Mr. Schutze, you have no idea what you're talking about.  I see that SOPS has you hood-winked, but it doesn't take a genius to research the major characters in this PAC to figure out what's going on, and to connect the dots.  Your naiveté, and lack of knowledge regarding SOPS, HR, and DISD is glaringly apparent.  But, again, DISD can be improved upon if Morath, the mayor, and miles would stop sabotaging the process.

I hope that you're starting to see the truth, Jim Schutze. Now that you've seen one of what appeared to be an "anti-reform," potentially tinfoil-hat theory become reality, would you care to revisit the other predictions made by those who saw this coming?

Also, most of us out here, especially teachers, are not opposed to actual education reform. We oppose those who bust into the scene with terrible programs and "initiatives," often with very little experience or training in the field, and propagandize their acts by calling them "reform." This is an old political trick, naming something inaccurately to win over the perception of a public too busy or apathetic to go beyond the titles.

By the way, have you heard about the district job fairs? They're recruiting uncertified people by inviting them to increasingly Fellini-esque events at Conrad HS ... the one yesterday was reported to feature mariachis, cheerleaders in tastelessly skimpy apparel, juggler - yes, JUGGLERS!, and assorted food vendors. Someone said it resembled the State Fair. As a current DISD teacher, I not only resent uncertified strangers being privy to openings before the internal transfer period, I resent any possible opportunity to sample various cajun meats grilled and served on sticks!

Jim, you should know me well enough to know that I am strongly for reform that is proven by reviewed research that is published.  Morath and his "class size does not matter" research line is simply an indication of how much he does not study the research.  Does he every wonder why private schools almost always have smaller classes?


The one powerful area of research that Miles and I agree on is the value of K-8 schools.  Students loose an average of 6 months of academic progress when you compare K-5/6-8 school systems with a middle school with a simple K-8 school.  Puberty is the worst time in life to move kids to be with new teachers and many new students in a strange building, often in a strange part of town further from home.   That is not wise and it costs.  It is no accident that discipline problems explode over 440% in DISD during the middle school years.   Why DISD is being so slow in the move to K-8 I do not understand, but it is moving, slowly, in the right direction with a very few schools.


The remaining problem with Miles is the 12th attrition disaster that plagued him in Colorado and he brought here to Dallas with him.  The last 4 years in Colorado he lost 33% of his 12th graders.  Many in Colorado allege he did it to get higher grades by pushing out low performing students.  District 11 to the north of his Harrison District Two bears some of the witness to this as they accepted the kids leaving Harrison, and their ACT scores went down.


Now in Dallas ISD, after 6 years of constantly larger 12th grade enrollment as the graduation rate grew, this year we lost over 6.4% of the senior enrollment compared with last year, over 530 students!  That is the largest year to year loss in 29 years, the year immediately after having the largest graduation class in over 31 years!   What is happening?   Part of the answer is teacher  turnover.  It was 12.9 two years ago.  Now it is 26.5% and most predict a turnover of over 30% this year.  Right now DISD has a 2% teacher vacancy rate, and it is the end of the school year!!  What is happening?


A friend who had been declared unqualified last year by DISD to be a teacher received a new invitation to re-apply this week in spite of that.  What is going on in DISD?  They are short on teachers, that is what is happening!   Jim Schutze, you need to be asking more questions.

I am pro education reform. I have a personal bias to align with SOPS. I have followed this avidly, done tons of research on education reform and Home Rule, and learned a lot. I cannot support the SOPS petition or their initiative. I am continuing to research Home Rule and have not closed my thinking on this law being a good option for improvement. Maybe I've experienced a case of "you don't know what you have until you might lose it," but he silver lining I see is my own revived awareness of the value of public education and the need for community commitment to actively support, protect and defend it.

I wish you wouldn't use a broad brush to paint everyone who is against Home Rule as anti-reform. I'm all for reform but do not believe Home-Rule is the vehicle to accomplish it.

You still seem to have a decided anti-teacher bias. Where does that come from? Teachers have little autonomy in the classroom and particularly haven't had under your boy, Mike Miles.

Teachers are rarely asked for input on solutions, as everything is top down in DISD. Miles is the epitome of an authoritarian leader with no track record of success in Harrison 2.

So it seems particularly odd that you have backed him so often. When the BOT hired himone of the major criteria was for a collaborative leader. He has certainly not been that from day one.

Here this is an interesting post from another blog.

These triads of educational NEOPHYTES that are trying to push this train wreck are acting in bad faith of their office for which they were elected or contracted. They should resign now or face a public recall petition. If they want to try out their goofy ideas they should put their own money and start your own school system instead of trying to steal public education money for their own personal gain. Triads of educational NEOPHYTES ,Rawlings, Morath& Miles.
