It's not easy to put "seafood" and "cheap" into the same sentence, unless you're talking about fish balls and chum. But Half Shells manages to juggle these terms on the same menu--successfully for the most part. Oysters are good, crab legs are killer, and the Rafael's Mexican shrimp cocktail is brilliant. Yet sometimes things are served cold, and the mainstays can be a little rubbery. But it's nothing worth throwing back.
