Rachel Raya in Bill Hill's office has faxed over the Dallas County District Attorney's Office open-file policy. You can read it in its one-page entirety after the jump. Seems clear enough, and it also seems to provide prosecutors with certain outs, like the sentence about being able to "redact portions" of files should prosecutors feel a case possesses "unique circumstances."
