Not one of this city's countless film festivals is as much an extension of its founder, and programmer, as the Dallas Video Festival. To see but a handful of entries in this year's fest is to know the two sides of Bart Weiss--the political animal who gnaws on movies constructed out of tomorrow's headlines, and the pop-culture epicure who washes down the serious stuff with a few shots of the dopey nyuk-nyuk. "I actually like to laugh," Weiss says, as if to reassure. "If I were just watching all social documentaries all the time, I would drive myself crazy. I couldn't do it."
