Shortly after noon at City Hall, the Dallas city council's Quality of Life and Government Services Committee will discuss Proposed Ordinances for Animal Control. Among the suggestions to be considered: new guidelines for dealing with "dangerous dogs" and mandatory spaying and neutering for all dogs and cats within the city limits, unless the owner has a breeder permit.
