To be clear, council member Jerry Allen didn't tell Sam, "When the hotel fails, I'll be off council, so I can't be held accountable." Rather, Sam had asked him: What happens if the city drops $500 million on the hotel and it doesn't post the promised profit? To which District 10's rep responded: "That's an element of risk that's out there. ... Of course, by that time, I'll be off council. So I cannot be held accountable."
