We've heard rumblings: Maurine Dickey ain't much of a fan of the North Central Texas Council of Governments. And here's our first bit of evidence: a memo Dickey sent to her fellow Dallas County Commissioners suggesting they consider forming the Dallas County Toll Road Authority to expedite the construction of the proposed Loop 9 in the southern part of the county, among other projects she's concerned will be stalled by the Texas Department of Transportation's billion-dollar budget shortfall. Her memo to the commissioners, included in the packet for tomorrow's briefing, is after the jump, but in short: "The governing board of the Dallas County Toll Road Authority Board shall consist of the members of the Dallas County Commissioners Court."
