As Neerman told us in December, he planned on battling Vaught in 2008 until he found out that his friend Bill Keffer, who in 2006 lost his seat to Vaught by 1,109 votes, wanted to give it another try. In another close race, Keffer lost in '08 by 1,758 votes.
