Ten years after former Black Panther Fahim Minkah fought like hell to open Southern Skates on E. Ledbetter Road, the thing's a going-going-goner. As we said back in May, the city's owned the rink since 2004 -- default! -- and has been operating it under the auspices of the Parks and Recreation Department, but on a part-time basis. And since it doesn't make the dough like it coulda or shoulda, the city's looking to ditch the surplus property pronto -- whether you wanna lease or buy, whatever.
