(Charlie Green, who plans to open an Olivella's Neo Pizza Napoletana in Victory Park on the development's past failures as Hillwood eases up on its high-end dreams for the area. Hard Rock Cafe and some smaller, more affordable operations plan to move in, as well--proving once again that it's often better to develop from the bottom up than the top down.
