Update, 9/25/2025, 6:10 a.m.: This article has been updated to include new information from the Department of Homeland Security regarding the number of fatalities in the Wednesday shooting at the Dallas ICE Field Office.
At least two people are dead and more are injured following a shooting at the Dallas Immigration and Customs Enforcement (ICE) Field office early Wednesday morning. One ICE detainee was killed and the suspected shooter was found dead on the roof of a nearby immigration attorney’s office. Two other detainees have been reported as injured. Hours after reporting that a second detainee had died, the Department of Homeland Security released a statement saying that only one detainee had died in the attack.
Authorities have identified 29-year-old Joshua Jahn from Collin County as the suspect.
According to the Dallas Morning News, the Mexican Ministry of Foreign Affairs confirmed that one of the injured detainees is a Mexican citizen, but did not provide any further personal information.

On September 24, 2025, at about 6:40 a.m., Dallas Police responded to an assist officer call in the 8100 block of North Stemmons Freeway,” read a statement from the Dallas Police Department. “The preliminary investigation determined that a suspect opened fire at a government building from an adjacent building. Two people were transported to the hospital with gunshot wounds. One victim died at the scene. The suspect is deceased.”
Acting director of ICE Todd Lyons confirmed in an interview with CNN that the shooter died of a self-inflicted wound.
“Preliminary information is a possible sniper,” Lyons said. “We have three individuals that are down at this time. We’re not sure on their condition. They’ve been taken to the hospital.”
“Details are still emerging but we can confirm there were multiple injuries and fatalities,” U.S. Secretary of Homeland Security Kristi Noem said. “The shooter is deceased by a self-inflicted gun shot wound. While we don’t know motive yet, we know that our ICE law enforcement is facing unprecedented violence against them. It must stop. Please pray for the victims and their families.”
A slew of statements from GOP officials have voiced concerns about the growing threat of violence facing ICE law enforcement agents. DPD and ICE have both confirmed that no officers were injured. Varying accounts from local news outlets report that the injured or dead were all detainees, as well as the suspect. In a Wednesday social media post, Texas Gov. Greg Abbott ignored the detainee deaths to call the attack an “assassination” of ICE agents.
“Texas fully supports ICE,” Abbott wrote on X. “Both the Texas Dept. of Public Safety & Texas National Guard work closely with ICE. This assassination will NOT slow our arrest, detention, & deportation of illegal immigrants. We will work with ICE & the Dallas Police Dept. to get to the bottom of the assassin’s motive. We will offer ICE additional support to assist their operations.”
Dallas Mayor Eric Johnson began a Wednesday morning press conference by asking for prayer for the victims and their families, as well as for the city and country. U.S. Sen. Ted Cruz also spoke, connecting the Dalal’s ICE shooting to the Sept. 10 assassination of conservative commentator Charlie Kirk.
“I can confirm at this time that the FBI is investigating this incident as an act of targeted violence,” said Joe Rothrock, FBI Special Agent in Charge, during the Wednesday press conference. “It is, unfortunately, just the latest example we’ve seen of targeted violence … Early evidence that we’ve seen from rounds that were found near the suspected shooter contained messages that were anti-ICE in nature. Again, this is just the latest example of this type of attack.”
Rothrock confirmed that no members of law enforcement were injured in the shooting.
FBI Director Kash Patel posted a picture of bullet casings he says were taken from the scene. “One of the unspent shell casings recovered was engraved with the phrase “ANTI ICE.” More updates will be forthcoming,” he wrote.
Fox 4 reported that the victims were shot while being transported in an unmarked van. Investigators reportedly found a bolt-action rifle, a weapon commonly used for hunting, on the suspect.
Wednesday morning’s attack is only the latest example of violence at North Texas immigration facilities. Last month, authorities arrested 36-year-old Bratton Dean Wilkinson after the man approached the North Stemmons facility and claimed to be carrying a bomb in his backpack. A security officer said Wilkinson showed him an apparent “detonator” on his wrist.
In July, the Prarieland Detention Center in Alvarado, Texas, was the site of a group attack, which consisted of individuals shooting off fireworks in the facility’s direction, vandalizing vehicles, and firing a gun at officers. One officer was shot in the incident, and 11 people have been arrested and charged with attempted murder. The attempted murder of a federal agent carries a sentence of ten years to life in prison.
Dozens of officers were dispatched to the facility at 8101 N Stemmons Freeway in Northeast Dallas at 6:38 a.m., and a heavy police presence remained in the area until a little past 9 a.m. when DPD originally planned on giving a statement. Local, state and federal agents have been dispatched to the crime scene.
