Here’s what Dallas Police Department spokesman Sgt. Warren Mitchell has to say about those legs found in the yard of an elderly woman living near Webb Chapel and Merrill:

The offense indicated that an “unknown suspect threw cat legs that had been cut off onto the yard on the complainant.” Animals Services has concluded their investigation, and it has been determined, based on the investigation and examination, that the remains retrieved were the result of an animal on animal kill. Therefore, this case is not being pursued as a Cruelty to Animal investigation.

In other words, Bud Kennedy was right … this time.
