Just got back to my desk to find a copy of the highly critical Adult Basic Education Department Audit about which we wrote yesterday. So, as always, the full document follows after the jump. And while there are a whole mess of figures to sort through, per the auditor’s concerns that the Dallas Independent School District wasn’t properly administering $3.7 million in federal funds, this revelation included in the executive summary also stands out:

During the audit, it was brought to our attention by various ABE employees that the ABE manager was in violation of the district payroll policy, grant fund accounting and federal regulatory requirements. Internal Audit, as well as, the Ombudsman department interviewed employees and documented the employee harassment and intimidation that was practiced by ABE manager. Internal Audit could not interview employees in the workplace without the ABE manager president; ABE employees had to meet the auditors elsewhere to have a candid conversation about their operation.

As we noted Tuesday morning, Conchis Silva, the Adult Basic Education director, has been placed on administrative leave. The district will not comment further.
