According to this sign spotted in South Oak Cliff, Neighborhoods for Safety is urging us to VOTE AGAINST NO on Proposition 1, a ballot item up for vote Tuesday, November 2, that would legalize beer and wine sales for off-premises consumption in the city of Dallas. In other words, the sign says to vote yes. 

Glad to see we agree with Neighborhoods for Safety on this issue.
